New WMV PowerToy & registry key documentation

The birth of the VC-1 Encoder SDKs will reduce the need for these over the next few months, but Alex has updated his WMV PowerToy and also revised our documentation about the registry key options.

Here's the new PowerToy. It mainly removes a few options that we determined weren't in the Format SDK 11 implementation, particularly adaptive chroma search and default adaptive deadzone.

And here's the new, hopefully final registry key documentation, reflecting the above and other useful tidbits we've learned.

To clarify for the wide audience: adaptive deadzone option hasn't been removed - I merely simplified the dropdown menu. What used to be marked as default "Adaptive Dead Zone" is now simply "Adaptive Dead Zone 1". Any encodes done with the "Adaptive Dead Zone" option as it used to be exposed were correctly encoded, so nobody needs to re-encode their stuff - it's all good.

Adaptive Chroma Search, on the other hand, unfortunately was not correctly hooked up in the v11 codec release - so if you'd like to use chroma search, you'll have to settle for fixed chroma search after all. Better quality but longer encoding times.
